Harkness fellowships in Health Care Policy and Practice

The Harkness Fellowship in Health Care Policy and Practice is for mid-career health services researchers and practitioners from Norway who would like to spend up to 12 months in the United States.

Harkness Fellowships are designed for midcareer professionals who are committed to advancing health policy and practice in the Commonwealth Fund’s principal areas of interest: improving health insurance coverage, access to care, the quality and efficiency of care delivery, and advancing health equity.

Who can apply?

Promising mid-career professionals are invited to apply for the Norwegian Harkness Fellowship in Health Care Policy and Practice.

Applicants may be:

  • government policymakers
  • academic researchers
  • clinical leaders
  • hospital and insurance managers
  • journalists

People from historically marginalized backgrounds and/or populations underrepresented in health policy and health care delivery are strongly encouraged to apply.  

What will be funded?

A stay of up to 12 months in the United States as a Harkness Fellow in Health Care Policy and Practice. Fellows work with leading U.S. experts to study health care delivery reforms and critical issues on the health policy agenda in both the U.S. and their home countries. A rich program of seminars organized by the Fund throughout the year further enhances the fellowship experience.

In addition to Norway, in each class are Harkness Fellows from Australia, Canada, France, Germany, the Netherlands, New Zealand, Singapore, and the United Kingdom, providing the chance for learning about other health systems and cross-national collaboration.

The fellowship award provides dedicated research funding and a monthly living stipend, plus round-trip airfare, support for relocation health insurance coverage, and payment of U.S. federal and state withholding taxes. An additional family supplement is provided to Fellows accompanied by a partner and/or children under age 18. Exact terms of the award may vary by country.
